Under the Customs Modernization and Tariff Act and Bureau of Customs order CAO 05-2016, as amended by CAO 01-2018, Filipinos abroad, including OFWs, can send balikbayan boxes to family in the Philippines duty and tax free up to three times in a calendar year. The boxes must hold personal and household effects only, not goods in commercial quantity or for sale, and the total value per sender in a year must not exceed PHP 150,000. Anything above that allowance is taxed. Boxes sent by companies do not qualify. List every item honestly on the packing list, because the Bureau of Customs checks the contents.
