A virtual commercial registration, called Sijili, lets a Bahraini run an online store as a sole proprietorship without a shop or office address. You apply on the Sijilat portal, choose the retail sale via internet activity, and you need a working website and a delivery service for your customers. Oreem takes care of the delivery, the cash collection and the storage, so you can focus on selling.

Thousands of customers and stores across Bahrain and the GCC trust Oreem for fast, reliable delivery and international shipping.

Sijili is a commercial registration for an individual establishment that lets you trade without a shop or office address. The Ministry of Industry and Commerce launched it in 2016, and Order No. 51 of 2024 updated the rules. To apply, you must be a Bahraini national, trade as a sole proprietorship, give a permanent mailing address and have a live website for your virtual store.
How It Works in 3 Simple Steps:
Online selling is a commercial activity in Bahrain. The Ministry of Industry and Commerce added retail sale via internet to the virtual CR so that people who sell through social media accounts can register their business officially, without opening a shop. A CR builds buyer trust, protects your brand name and lets you sign with suppliers, payment providers and delivery companies. If you sell regularly on Instagram, WhatsApp or TikTok, register first. For your own case, call the government services contact centre on 80008001.

The ministry asks online stores under this activity for a working website address, a returns and refund policy, terms of use and a consumer protection policy, a secure electronic payment method, an active shopping cart and a delivery service for customers. The last point is where Oreem helps: we pick up from you, deliver your orders across Bahrain, collect cash on delivery for you and send tracking updates to your customer.
Some goods are not allowed under Sijili. The list includes food and beverages, medical equipment and products, pharmaceutical goods, industrial chemicals, oil and gas products, tobacco, fertilisers and pesticides, live animals, waste and scrap, heavy machinery, weapons, and any product that needs approval from another authority. Selling home-made food? Look at the Khatwa work-from-home licence from the Ministry of Social Development, and check the health approvals you need.

Two routes suit people who work from home. Sijili, from the Ministry of Industry and Commerce, is a commercial registration for online stores and service activities with no shop address. Khatwa, the productive families programme of the Ministry of Social Development, issues a work-from-home licence for home projects. Non-Bahraini residents cannot use Sijili and need a standard CR, and the Bahrain Investors Center can explain the options.
The ministry sets the fee for a virtual CR and its yearly renewal, and fees can change, so check the current fee on sijilat.bh before you apply. Plan for the other running costs too: your website and domain, a payment gateway and delivery. Keep in mind that the owner of a virtual CR may employ Bahrainis only, so a fast-growing store may later move to a standard CR.

Once your CR is ready, plan how orders reach your customers. Oreem collects parcels from your home, delivers across Bahrain with same-day options, collects cash on delivery and sends WhatsApp tracking to the buyer. When you grow, we store your stock, pack your orders and ship them to Saudi Arabia and the rest of the GCC.
Your CR makes the business official. These services handle what happens after a customer orders:
Fulfillment in Bahrain: we store, pick, pack and deliver your orders for you.
Cash on delivery for your customers, collected by our couriers at the door.
Same-day delivery across Bahrain for orders that cannot wait.
Warehousing in Bahrain when your stock outgrows your home.
E-commerce shipping to Saudi Arabia for stores ready to grow.
Delivery for home businesses and Instagram sellers, picked up from your home.
Bahraini nationals, trading as a sole proprietorship, with a permanent mailing address and an active website for the virtual store. Non-Bahraini residents need a standard CR.
